Pilot scheme discovers pilot schemes have problems. As expected
Jersey launched a scheme to repay parents for childcare. Parents applied. Some were told their receipts were invalid. The receipts were bills. The bills were real. The rejection was also real. Everything is real except the money, which is pending.
Officials note that as a pilot scheme, 'it was likely problems would be discovered'. This is true. It is always true. The problems are never discovered by the people who designed the scheme; they are discovered by a mother with a folder of paperwork at eleven at night.
One islander, expecting her third child, described having her children back-to-back specifically to minimise time out of work, because the sums allowed no other shape for her life. The scheme reimburses receipts. It does not reimburse that.
A review is under way, feedback is being gathered, continuous improvement has been promised. The forms will get better. The forms always get better, eventually, after the people who needed them stopped needing them. Winter, as always, is unbothered.
